HoR Dissolution Nullifies 30 Pending Bills

The dissolution of the House of Representatives (HoR) has led to the automatic lapse of 30 bills under discussion, halting key legislative processes in the wake of Gen Z–led protests.

President Ram Chandra Paudel, acting on the recommendation of Prime Minister Sushila Karki, dissolved the HoR and announced fresh elections for March 5. Consequently, all pending bills lost their legal standing.

According to Tribikram Parajuli, head of the HoR Bill Section, the dissolved chamber had 30 bills pending: 21 government bills, two private members’ bills, and seven forwarded from the National Assembly.

Parliament Secretariat spokesperson Ekram Giri noted that, under Article 111 of the Constitution, any bill tabled in or passed by the HoR but still under consideration in either house lapses once the HoR is dissolved or its term ends.
